Overview

The funding opportunity notice (NOFO) for the FY 2024 and FY 2025 periods for HUD's Community Compass Technical Assistance and Capacity Building Program is now available. A total of approximately $91 million, including $88.5 million allocated for FY 2024, is available for the Community Compass initiative. An additional maximum of $2.5 million, hailing from the FY 2023 Departmental Technical Assistance fund, is earmarked for the Thriving Communities Technical Assistance Program (TCTA). HUD also reserves the right to allocate FY 2025 Community Compass funds through this single competition.

The Community Compass program, managed by HUD Headquarters in collaboration with Regional, Field, and Area Offices, aims to help customers understand complex housing and community development issues. It provides them with crucial knowledge, skills, and resources to implement HUD's programs and policies. The program also facilitates effective administrative and managerial oversight of HUD funding.

On the other hand, the TCTA program assists local governments in addressing urgent housing necessities. These include identifying land for housing development near transport projects, developing strategies for preservation and anti-displacement, identifying and implementing reforms to decrease barriers to location-efficient housing, and enhancing coordination to support a holistic approach to housing and transportation.

By integrating TA investments from various HUD program offices, the Community Compass initiative enables the addressing of grantees' and subgrantees' needs seamlessly. This cross-funding method encourages issue resolution within and between agencies. Contractors and consultants experienced across multiple HUD programs and specific skill areas related to HUD programs are highly recommended.

HUD's funding opportunity also seeks to explore TA needs in emerging priority areas such as community violence intervention, implementation of and compliance with the Violence Against Women Act's 2022 Reauthorization, climate resilience, housing needs of youth, and environmental reviews. HUD highly encourages assembling a diverse team of professionals, including people who bring personal experiences from the communities HUD serves. The unique perspectives of these individuals can significantly enhance the development and delivery of the provided technical assistance.
