Overview

The OVW (Office on Violence Against Women) is offering a grant for the fiscal year 2024 named the Training and Services to End Violence and Abuse Against Individuals with Disabilities and Deaf People Program. This program, authorized under the U.S. law 34 U.S.C. § 20122, aims to create a significant, enduring change in several organizations to enhance their response towards violence and abuse victims who have disabilities or are Deaf.

The program, also known as the Disability Grant Program (CFDA# 16.529), propels disability organizations and victim service providers to collaborate and operate at the crossroads of disability and domestic as well as sexual violence. The intention is to generate a lasting organizational transformation that makes services for survivors with disabilities and Deaf survivors more accessible, safer, and more effective.

The projects' focus is primarily on strengthening the capacity and internal infrastructure of organizations through assembling a Multidisciplinary Collaborative Team (Team). The funding acquired through the Disability Grant Program supports the establishment of robust collaborative relationships, bolster the service providers' capacity to offer safe and accessible services, identify organizational or service area needs, and design a plan to address these needs.

Please note, this is a capacity-building grant. Therefore, it does not finance direct services during the initial award. New grantees will undergo a divided process into two phases: a planning and development phase and an implementation phase. The former phase involves the creation of numerous crucial documents resulting in a strategic plan, while the latter phase involves the execution of that plan. All grantees are expected to take part in intensive technical assistance furnished by a designated OVW provider. For continuation grantees, they must implement activities recognized during their previous award but were not addressed initially. These grantees might provide direct services if they have successfully implemented the crucial initiatives ensuring that survivors with disabilities and Deaf survivors obtain safe, confidential, and apt services.
