Overview

The State Electronic Data Collection (SEDC) Grant is a government program designed to enhance and standardize state crash data systems.

This grant was established through the Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA) P.L. 117-58, which was enacted by Congress on November 15, 2021. Under section 24108(d) of the BIL, the National Highway Traffic Safety Administration (NHTSA) was directed to create the SEDC program.

The goal of this grant is to assist states in improving the collection and transfer of their crash data to the NHTSA. This includes facilitating data sharing within states and fostering a more efficient electronic data transfer to NHTSA. The aim is to boost the accuracy, timeliness, and accessibility of such data, focusing particularly on incidents involving vulnerable road users.

The NHTSA, overseen by the U.S. Department of Transportation (DOT), is tasked with promoting safety on the roads to reduce traffic crashes, injuries, and financial losses. The authorization for data collection on motor vehicle traffic crashes comes from legal regulations, namely, 49 U.S.C. & 30182 and 23 U.S.C. & 403. The obtained data is used for studying crash trends, deducing probable causes, and determining injury outcomes, which can inform strategies and countermeasures to prevent motor vehicle crashes and lessen related injuries.

Through the SEDC grant, the DOT anticipates a more efficient identification of recent changes with broader insights derived from the data. This enhancement will facilitate better analysis, thereby supporting policy formation and decision-making processes.

Once the grant-funded activities are fully implemented, the NHTSA intends to release the collected crash data to the public.
