Overview

The "OVW Fiscal Year 2024 Local Law Enforcement Grants for Enforcement of Cybercrimes Program" is a program specifically set up to support state, Indian tribes, and local government efforts in tackling cybercrimes against individuals. This program (also known as the Cybercrimes Enforcement Program, under the catalog of Federal Domestic Assistance, CFDA # 16.060) is sanctioned by U.S law (34 U.S.C. § 30107).

Cybercrimes against individuals include any criminal offenses involving the use of a computer to harass, threaten, stalk, extort, coerce, cause fear, or intimidate an individual, or distribute intimate images of an adult without their consent. It's important to note that it doesn't matter if the use of a computer was not a key element of the crime.

However, the definition of cybercrimes against individuals does not extend to any harm caused to commercial entities, governmental agencies, or non-natural persons through the use of a computer. The term "computer" in this context encompasses both computer networks and interactive electronic devices.

The Cybercrimes Enforcement Program endeavors to support training for local law enforcement, prosecutors, judges, and judicial personnel in dealing with cybercrimes against individuals. The program also assists the mentioned bodies in enforcing laws that prohibit such cybercrimes.

Further, the program helps educate the public about these kinds of cybercrimes, provides support for victim assistants, helps in establishing task forces to tackle these issues, and helps in securing the necessary computers and equipment needed for thorough investigations and forensic analyses of evidence.
