Overview

The U.S. Agency for International Development (USAID), as part of its Bureau for Development, Democracy and Innovation, invites submissions of concepts to their annual Private Sector Collaboration Pathway (PSCP) program. This program is guided by the Foreign Assistance Act of 1961 and is designed to modernize the process through which USAID funds activities in partnership with the private sector.

Priority is given to collaborations that contribute to market-based strategies and enterprise-driven development. However, the PSCP is flexible in its purview, interested in supporting any collaboration that forwards the aims of USAID's Private Sector Engagement Policy or otherwise encourages the private sector to contribute to economic and social development in a way that USAID deems valuable. This could involve collaborations with USAID Missions, Bureaus, and Independent Offices (M/B/IOs).

The PSCP's main focus is active engagement with the private sector to identify key business and development challenges and opportunities and to co-create market-oriented solutions to these issues. It's important to note that the PSCP function is not a Request for Applications (RFA) or a Request for Proposals (RFP). Rather, it solicits concept summaries that depict substantive engagement and co-creation with the private sector.

If the submitted concept passes initial review, USAID may then continue with the co-creation process as outlined in the PSCP. However, it's essential to note that PSCP is not supported by dedicated funds. Any proposed funding would need to be requested from the specific USAID unit (Mission, Bureau, or Independent Office) that the prospective partners aim to collaborate with and to which the concept will be submitted. USAID retains the right to either fund or not fund any of the concepts submitted.
