Overview

The U.S. Embassy in Luxembourg's Public Diplomacy Section (PD), a part of the U.S. Department of State, is initiating an open competition, inviting organizations to submit proposals for programs that strengthen the bilateral ties between the U.S. and Luxembourg in the area of Security and Defense. Proposals could come from various entities such as non-governmental organizations, government institutions, think tanks, academic institutions, or even from individuals.

The primary aim of the proposed programs should be to fortify U.S.-Luxembourg defense cooperation, with a particular focus on matters related to NATO, defense spending, and defense modernization. Additionally, the programs should aim to counter misinformation, and malign influence, identified as threats to democracy. They should also promote media literacy in Luxembourg.

Other potential goals could include raising awareness about the importance of information sharing and cooperation among law enforcement and intelligence agencies. This could put emphasis on areas like cybersecurity or countering ideologically motivated violent extremism. Alternatively, projects may focus on addressing international challenges through the development of robust global alliances, for instance with NATO, the United Nations, and other comparable institutions and forums.

Wherever possible, the programs should be designed to engage Luxembourg audiences. There should be a connection with U.S. experts or elements to promote a better understanding of U.S. policy and perspectives within Luxembourg. Any speakers who are paid by the grant funding must be U.S. citizens.

Further details about this funding opportunity can be found on the U.S. Embassy's website or on the grants.gov page.
