Overview
The program's emphasis is on locations experiencing ongoing economic strain and gaps in employment amongst individuals aged 25 to 54. The purpose is to enable long-term economic development and job creation in these areas. The EDA plans to award funds to between 4 to 8 finalist applicants for implementation purposes, with an estimated 3 to 8 projects being selected within each of these.
These funds can be used for various construction and non-construction activities across four categories: workforce development, business and entrepreneur development, infrastructure, and additional planning, predevelopment or technical assistance.
Eligibility to apply is based on the guidelines of the Stevenson-Wydler Technology Innovation Act of 1980. Eligible applicants include local government units, the District of Columbia, any U.S. territory, Tribal governments, state or entity political subdivisions, public or non-profit organizations cooperating with the officials of a state or entity subdivision, economic development districts, and coalitions of any of these eligible entities within a qualifying geographic area.
However, the EDA is not authorized to provide grants or cooperation agreements to individuals or for-profit organizations. Applications from these entities will not be considered.
