Overview

The Green and Resilient Retrofit Program (GRRP), under the authorization and funding by Section 30002 of the Inflation Reduction Act of 2022, is a comprehensive modification program. Its focus is on improving energy, water efficiency or climate resilience of affordable homes. The GRRP intends to not only advance and utilize the recent breakthroughs in utility efficiency and energy generation, but also intends to pay attention to the preparation against climate hazards by reducing the exposure of residents and properties to these hazards. It aims to protect life, livability, and property during unfortunate circumstances.

GRRP is a HUD program that emphasizes the importance of energy efficiency, energy generation, and climate resilience strategies. It focuses specifically on the HUD-assisted multi-family housing and all its investments are concentrated on affordable housing communities. The beneficiaries of these investments are the low-income families in accordance with the Administration's Justice 40 goals.

The GRRP funding is offered through three distinct cohorts to accommodate the varying needs of the HUD’s assisted multifamily portfolio. These three categories or cohorts of awards are implemented via three Notices of Funding Opportunity (NOFOs): The Elements NOFO, The Leading Edge NOFO, and The Comprehensive NOFO.

The Elements NOFO offers humble awards to add proven and impactful climate resilience and carbon reduction measures to ongoing recapitalization transactions. The Leading Edge NOFO supplies funds to Owners who aim for swift achievement of carbon reduction and resilience goals. The Comprehensive NOFO conversely provides funding for beginning recapitalization investments which centers around deep retrofits. This includes innovative energy efficiency, greening measures, renewable energy generation, usage of building materials with less embodied carbon, and climate resilience investments.

The aim of these three aspects of the program is to dramatically improve energy and water efficiency, addressing climate resilience, and enhancing indoor air quality and resident health. They also intend to implement the use of zero-emission electricity generation, energy storage, minimize embodied carbon, incorporate low-emission building materials or processes, and support building electrification.
