Overview

The Department of Defense's United States Army Medical Research and Development Command (USAMRDC) has announced its Broad Agency Announcement (BAA) for FY23-FY27 for extramural medical research. The USAMRDC's focus is to find solutions to critical medical problems affecting both American Service Members and the wider public. Their work is strongly impacted by advancements in civilian and military medical science and technology. The pursuit of extramural research and development plays a key role in achieving this mission.

The goal of this BAA is to invite innovative ideas for extramural research through the authority granted by 10 USC 4001. It is under the Competition in Contracting Act of 1984 and Defense Grant and Agreement Regulations (DoDGARs) 22.315 and is in line with the Federal Acquisition Rules 6.102(d)(2) and 35.016. According to these rules, projects funded through this BAA should concentrate on scientific study and experimentation to improve the existing state of the art or increase knowledge. This initiative does not focus on a specific system or hardware solution.

Research funded through this BAA aims to benefit and enhance both military and civilian medical practice. Under this BAA, science and technology proposals/applications are selected through a highly competitive process as per 10 USC 2302(2)(B). These activities encompass basic and applied research, advanced technology development, and sometimes also include advanced component development and prototypes.

Furthermore, the process is extremely competitive, often receiving more meaningful submissions than the available funds can support. More information on the USAMRDC's research programs, including areas of interest, selection criteria and application procedure can be obtained at Grants.gov and mrdc.health.mil.

The BAA for FY23-FY27 will be continuously open for five years from Oct 1, 2022, to Sep 30, 2027. Interested individuals are required to submit their pre-proposal through the electronic Biomedical Research Application Portal (eBRAP). If USAMRDC wishes to proceed with a full proposal, an invitation to submit will be sent to the Principal Investigators via eBRAP. The full proposals must be submitted via Grants.gov before Sep 30, 2847.
