Overview
ROSES covers a wide variety of program elements related to basic and applied supporting research and technology in space and Earth sciences. Each element has its own due dates and topics. Awards will be extended through grants, cooperative agreements, contracts, and inter-agency or intra-agency transfers based on proposal type, proposing organization and program requirements. Most ROSES research awards will be grants as contracts are generally not suitable for the work being requested.
The usual duration for an award is three years, but some programs may extend upto five years while others may be shorter. Most organizations, both governmental and private, for-profit and non-profit, domestic and foreign can submit proposals without any restrictions on teaming arrangements.
For detailed information about the ROSES program and to acquire instructions documents, applicants should visit the NSPIRES website at http://solicitation.nasaprs.com/ROSES2023. The "Announcement Documents" section provides specific details for each program element.
Questions about general ROSES-2023 policies and procedures can be directed to Max Bernstein, Lead for Research, Science Mission Directorate, at sara@nasa.gov. For technical queries about specific program elements, one should contact the respective points of contact listed at http://science.nasa.gov/researchers/sara/program-officers-list.
The complete list of program elements and the amendments to this NRA may not be available at the time of release. Applicants can subscribe to SMD mailing lists, the ROSES-2023 blog feed, and the due date Google calendars for each science division to receive notifications about new program elements or changes. Instructions for these subscriptions can be found at https://science.nasa.gov/researchers/sara/library-and-useful-links.
