Overview

The Higher Blends Infrastructure Incentive Program (HBIIP) is a program designed to significantly increase the sales and use of higher blends of ethanol and biodiesel. It aims to do this by expanding the infrastructure for renewable fuels derived from U.S. agricultural products and sharing the costs related to building out biofuel-related infrastructure.

Applications for this program can't be submitted through Grants.Gov, but must instead be submitted through the Online Application System specific to this program. Those who may apply for the HBIIP include transportation fueling facilities like fueling stations, convenience stores, hypermarket fueling stations, and fleet facilities, including those for rail and marine. Other applicable entities include those with capital investments, fuel distribution facilities such as terminal operations, depots, and midstream partners, as well as home heating oil distribution facilities.

For eligible implementation activities related to higher blends of fuel ethanol (greater than 10 percent, such as E15 or higher) and biodiesel (greater than 5 percent, such as B20 or higher), the HBIIP offers funding. Each quarter, approximately $90 million is made available for fueling stations, convenience stores, hypermarket fueling stations, fleet facilities, terminal operations, depots, midstream partners, and home heating oil distributors.

Successful applicants will receive cost-share grants for up to 75 percent of total eligible project costs. However, the award cannot exceed $5 million, if the total eligible project costs are less than this amount.
