C4ISR, Information Operations, Cyberspace Operations and Information Technology System Research, Cryogenics and Quantum Broad Agency Announcement (BAA)

The Naval Information Warfare Center, Pacific (NIWC Pacific) has issued an amendment to the grant named, "C4ISR, Information Operations, Cyberspace Operations, and Information Technology System Research, Cryogenics and Quantum Broad Agency Announcement (BAA)," adding details to Part 1: Overview Information and updating the link to NAVWAR E-Commerce.

The amendment, made on 23rd June 2023, contains information regarding the advancement of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities. Besides these, it also includes details about the development of enabling technologies for Information Operations, Cyberspace Operations, and Information Technology systems.

The NIWC Pacific is inviting proposals and white papers from potential grant recipients. The process of submission complies with the guidelines of Federal Acquisition Regulation (FAR) 6.102(d)(2), FAR 35.016, and the Department of Defense Grant and Agreement Regulations (DoDGARS) 22.315(a), 10 U.S.C. § 2371b.

Selected proposals are regarded as resulting from a fair and open competition in accordance with The Competition in Contracting Act of 1984. The grant applies to various transactions, inclusive of contracts, grants, cooperative agreements, and others.

The proposals should explore unique and innovative ways of defining and advancing next-generation C4ISR capabilities and command suites that can seamlessly integrate with one another.
