Overview
These grants, under 10 U.S.C. 4001, 4021, and 4022 authority, are aimed at projects that aim to boost human performance and enhance Army readiness. Funding will be determined by the financial limitations and preferences established each fiscal year and will adhere strictly to the guidelines of Public Law 98-369, known as "The Competition in Contracting Act of 1984."
ARI is chiefly responsible for conducting research and development involving Army readiness, personnel, and leader development. Hence, the projects funded under this grant are necessitated to address these areas, with a particular emphasis on the application and advancement of behavioral and social sciences.
The process of submission is outlined as a three-step sequence. Firstly, get in touch with the ARI Technical Point of Contact (TPOC) or the responsible ARI Manager to evaluate if the proposed research and development (R&D) is worth investigating further. If your idea attracts interest and there's available funding, a white paper or a proposal can be submitted.
This is encouraged to identify potential for funding at the earliest and to reduce the time and expenses related to the submission of proposals that have a low likelihood of getting funded. However, any costs incurred in the production of a white paper or proposal are not direct charges or allowable costs of any resulting award.
An important note for applicants is that only Government Contracting or Grants Officers can involve the Government to any agreement regarding expenditure of Government funds. Before being eligible for an award, certain criteria must met including standards relating to financial resources and responsibility, capacity to fulfill the performance schedule, past performance, integrity, technical capabilities, operational controls, and facilities.
