Michigan Maritime Manufacturing (M3) Initiative

The Michigan Maritime Manufacturing (M3) Initiative RFP provides funding to continue programming originally established through the U.S. Navy Maritime Industrial Base investment in maritime manufacturing training capacity. Funding under this RFP supports Michigan in expanding and sustaining a skilled talent pipeline for in-demand maritime welding, maritime machining, and maritime construction.

To be eligible, applicants must demonstrate direct involvement in prior phases of the M3 initiative to ensure continuity of training, facilities, and program outcomes.

Eligible projects include training programs, equipment utilization, and workforce development activities that advance maritime manufacturing career pathways and maintain high completion and placement rates.

Completed grant proposals and all supporting documentation must be submitted via email to LEO-Industry-Engagement@michigan.gov no later than 5:00 p.m. EST on Monday, November 9, 2026. The submission requires the M3 Initiative RFP Cover Page and RFP Checklist. Awardees will be notified on December 14, 2026, with program evaluation and reporting due by October 31, 2027.
