Overview

The Clean Heavy-Duty Vehicles (CHDV) Program, administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), provides grant funding to replace Class 6 and Class 7 diesel refuse vehicles with new, zero-emission battery-electric vehicles and associated charging equipment. The program is designed to reduce diesel emissions, improve air quality, and support the deployment of zero-emission heavy-duty vehicles across Michigan to advance the MI Healthy Climate Plan and state decarbonization goals.

Any organization physically located in Michigan is eligible to apply, subject to eligibility criteria in the RFP. Applications are evaluated competitively, with priority given to projects that operate in designated ozone nonattainment or maintenance areas within Michigan, demonstrate readiness to complete vehicle replacement and infrastructure installation, maximize diesel emissions reductions, and support long-term operations.

Eligible projects must replace existing Class 6 or Class 7 diesel refuse vehicles with new, zero-emission battery-electric certified vehicles and install charging equipment. Vehicles must be used for refuse, recycling, compost, or food waste recovery. All grant funds must be expended by December 31, 2028, with project completion required by December 1, 2028.

Applications are accepted and reviewed on a competitive basis until all available funding is exhausted. Applicants must review the RFP, secure quotations from vehicle and charging equipment vendors, identify project and utility partners, prepare the budget and scrappage documentation, and submit their complete application package through EGLE.
