Overview

The Committee for Literacy Achievement/HQ Literacy Materials Grant (Section 35m) provides funding to districts and Intermediate School Districts (ISDs) based on a rankings list of literacy materials. The Committee for Literacy Achievement critically evaluates literacy series and materials, literacy professional development, and literacy tools or services to create and maintain a rankings list. Once lists are established, districts apply for funding based on the rankings list of literacy items. This is a formula grant that includes both a base allocation and a Pre-K to 12 per-pupil amount based on the fall 2025 certified count. After the MDE determines the per-pupil formula based on the number of applicants, districts and ISDs will be notified through NexSys that modifications are required to create their budget for approval. Applications must be submitted through the NexSys system between May 8 and June 12, 2026.
