Overview

On behalf of the Michigan Strategic Fund, the Michigan Economic Development Corporation (MEDC) accepts applications for disaster-related projects under the State of Michigan's Community Development Block Grant Disaster Recovery (CDBG-DR) 2023 Disaster Public Infrastructure and Public Facilities program. The program aims to address unmet recovery and mitigation needs associated with general infrastructure and public facilities resulting from the August 24 through August 26, 2023 severe storms, tornadoes, and flooding (DR-4757-MI).

Eligible applicants are units of general local government located within the HUD- and State-identified Most Impacted and Distressed (MID) counties: Eaton, Ingham, Macomb, Monroe, and Oakland. Per federal requirements, no less than 80% of grant funds must be expended within the HUD MID areas of Oakland, Macomb, and Monroe counties, and a minimum of one eligible, highest-scoring project will be funded in each of these three counties. Projects must also ensure that at least 70% of funding benefits low- and moderate-income persons and at least 15% supports mitigation activities.

Eligible activities include the design and construction of public infrastructure and facilities that directly benefit individuals and the broader community, repair of storm-damaged infrastructure, improvements that increase community resilience against future natural disasters, and funding the local non-federal match required for FEMA-funded infrastructure projects.

MEDC awards grant funds through a competitive application round. Applicants submit project proposals and required supporting documentation adhering to the 2023 CDBG-DR Public Infrastructure & Public Facilities Program Guidelines, Notice of Funding Award (NOFA), and Score Sheet.
