Overview

The Michigan Talent Partnership Program (MTP) aims to invest state funding in public space development projects in central city neighborhoods or concentrated districts designed to increase density, walkability, and vibrancy in Michigan's central cities to attract and retain talent and create business ownership opportunities for local residents. Eligible applicants must be a consortium of entities that includes the local unit of government where the project funding will be expended. Consortiums may also include local economic development organizations, nonprofit entities, business entities, and other partners. Eligible activities include planning, engineering, community engagement, redevelopment of existing housing stock, improving utilization of mixed-use and commercial property, road repairs and surface improvements for walkability and transit access, site improvements, small business support, and enhancing parks and green spaces. Local talent plans must include a defined area, a description of how activities support MTP goals, stakeholder identification, match funds identification, and a proposed implementation timeline. Applications are evaluated on their ability to support locally owned businesses, create dense and vibrant spaces, modify zoning for high-density residential development, and provide mixed-income housing.
