State High Water Grants 2026

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) Water Resources Division is issuing a special Request for Proposals (RFP) for State High Water Infrastructure (SHWI) Grants. Authorized under Section 1006 of PA 87 of 2021, the program provides infrastructure and planning grants to directly address the impacts and vulnerabilities presented by severe weather events, focusing on flooding, coastline erosion, urban heat, and stormwater management.

Applicants must provide a minimum of 20 percent in matching funds and provide a formal Resolution of Support with their submission. The maximum grant amount is capped at $450,000 per application.

Eligible projects include infrastructure and planning initiatives designed to address the challenges of severe weather, high water, coastal erosion, stormwater management, or urban heat. Project periods may be 12, 18, or up to 24 months, with anticipated award start dates as early as June 1, 2026.

Applications must be submitted in PDF format via email to KirkpatrickE@Michigan.gov no later than April 10, 2026. Application packages require the completed SHWI RFP Application, SHWI Budget Form, and a Resolution of Support.
