Overview

The goal of the MEDC Community Development Disaster Recovery program is to help communities recover from Michigan's 2024 Severe Storms, Tornadoes, and Flooding using CDBG-DR funds. Eligible applicants are units of general local governments within the identified HUD and State MID counties: Eaton, Ingham, Macomb, Monroe, and Oakland. Eligible projects include Public Infrastructure & Public Facilities (PIPF) to design and construct infrastructure that directly benefits the community, and Planning activities to minimize future risks through comprehensive land use planning, building requirements, zoning ordinances, studies, and strategic plans. At least 80% of funds must be spent in HUD Most Impacted and Distressed (MID) areas (Oakland, Macomb, and Monroe counties), and at least 70% must benefit low- and moderate-income persons. The application process for PIPF uses competitive rounds with applications due May 4, 2026. The Planning Program uses a first-come, first-served process.
