Clean Fuel and Charging Infrastructure Program - Multifamily Use Case

The Clean Fuel and Charging Infrastructure Program - Multifamily Use Case (RFP #1) provides grant funding to deploy non-publicly available Level 2 alternating current (AC) electric vehicle (EV) charging stations at multifamily housing developments across Michigan. Part of a broader state clean fuel initiative, the program aims to expand clean transportation infrastructure and reduce emissions, with at least 40 percent of program funding directed toward disadvantaged communities.

Any organization may apply, provided they are capable of fully documenting total project costs through internal payroll records or equivalent spreadsheets, itemized vendor or contractor invoices, and acceptable proof of payment. Selected applicants must register as a vendor of the State of Michigan on SIGMA Vendor Self Services (VSS) prior to entering into a Grant Agreement. Applicants are also required to apply for all applicable utility rebates and secure a 'Will Serve Letter' from their electric utility provider confirming power availability.

Eligible projects must focus on the deployment of Level 2 AC EV charging stations at both existing and new multifamily housing developments in Michigan. Impacted facilities must be occupied and have long-range plans for continued use. Eligible costs include EV charging station hardware, make-ready infrastructure upgrades, operations and maintenance agreements, and networking or data contracts. Costs incurred prior to award approval are ineligible for reimbursement or match credit.

Applications are accepted and processed on a first-come, first-served basis until available funding is exhausted. Prior to submitting an online application, applicants must assess site readiness, coordinate with their electric utility provider, verify local building, electrical, zoning, and permitting requirements, secure vendor quotes for hardware, software, and maintenance, and establish a project timing and layout plan. Submissions are completed through EGLE's online application system.
