Overview

The goal of this program is to help private lenders provide affordable financing to improve access to clean, reliable water and waste disposal systems in rural areas. Eligible applicants include lenders with the legal authority, financial strength, and experience to operate a successful lending program, such as federal and state-chartered banks, savings and loan institutions, Farm Credit banks, and credit unions. Eligible borrowers include state and local governments, non-profit organizations, and federally recognized Tribes located in cities, villages, towns, townships, and federally recognized Tribal lands with fewer than 50,000 residents. Eligible projects include drinking water, sanitary sewer, solid waste disposal, and stormwater disposal facilities. Funds can be used for construction projects (including engineering fees, land, legal, and environmental analysis costs) and nonconstruction projects (such as equipment to operate, maintain, or protect facilities, professional service fees, and debt refinancing). To apply, interested borrowers should ask their lender about the USDA Water and Waste Disposal Loan Guarantee program. Interested lenders should contact the USDA Rural Development Community Programs director in the state where the proposed project is located.
