Overview

The Water & Waste Disposal Loan & Grant Program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas. The goal is to help rural communities obtain the technical assistance and financing necessary to develop drinking water and waste disposal systems.

Eligible applicants include State and local governmental entities, private non-profits, and Federally recognized Tribes. Projects must be located in rural areas with populations of 10,000 or less, or on Tribal lands in rural areas. Funds may be used to finance the acquisition, construction, or improvement of drinking water sourcing, treatment, storage, and distribution; sewer collection, transmission, treatment, and disposal; solid waste collection, disposal, and closure; and storm water collection, transmission, and disposal. Funds can also cover legal and engineering fees, land acquisition, water and land rights, permits, equipment, start-up operations and maintenance, interest incurred during construction, and the purchase of existing facilities to improve service or prevent loss of service.
