MDOT AAM Statewide Mobility Challenges

The Michigan Department of Transportation (MDOT) seeks to pilot a next-generation road intelligence platform that combines connected vehicle data and drone-based observation to deliver real-time situational awareness at critical intersections. This initiative will focus on detecting near-miss events, identifying vulnerable road users, and understanding crash precursors through integrated aerial and ground perspectives. Most pilot locations will be in the Metro Region, but additional sites may be selected from other MDOT regions statewide.

Applicants must work with MDOT, propose a project that solves the identified challenge, and provide matching funds. While applicants do not need to be Michigan-based, they must include a clear plan for growth within the state. Proposals showcasing a commitment to building and expanding drone production within Michigan will receive priority consideration.

Eligible projects must demonstrably leverage Advanced Air Mobility (AAM) technologies, integrate seamlessly with existing MDOT systems and infrastructure, and provide clear and direct economic benefits to the State of Michigan (such as job creation, cost savings, or improved efficiency). Projects must also include a detailed deployment plan compliant with all aviation regulations and demonstrate potential for scalability and long-term sustainability beyond the initial pilot phase.

Applications will be evaluated and scored by a review committee on a best value basis. Scoring criteria include alignment with state goals, capacity and experience of the team, financial sustainability, interoperability, matching funds, overall proposal quality, and cost.
