Water and Waste Facility Loans and Grants to Alleviate Health Risks on Tribal Lands in Michigan

The Water and Waste Facility Loans and Grants to Alleviate Health Risks on Tribal Lands program provides funding to assist federally recognized tribes in Michigan in establishing, expanding, or improving basic drinking water and waste disposal systems. The primary goal is to remediate severe and documented public health risks caused by unsafe or inadequate drinking water supplies, insufficient sewage collection and treatment, or inadequate solid waste management facilities.

Eligible applicants include federally recognized Native American tribes and tribal organizations operating on eligible tribal lands. To qualify for funding, the applicant must establish that a serious health risk exists and is certified by a recognized health authority, such as the Indian Health Service, state health department, or local public health authority.

Eligible projects include the construction, enlargement, or rehabilitation of community water distribution systems, water treatment plants, sanitary sewer facilities, storm drainage systems, and solid waste disposal facilities. Funding may also be used for related engineering, environmental assessment, and legal fees directly related to developing the facility.

Applications are accepted on a continuous, rolling basis throughout the year. Applicants must submit their proposals through the USDA Rural Development online RD Apply application system or coordinate directly with the USDA Rural Development Michigan State Office for technical assistance and application submission.
