Water & Waste Disposal Predevelopment Planning Grants in Michigan

The Water & Waste Disposal Predevelopment Planning Grants program assists low-income rural communities with the initial planning and development of applications for USDA Rural Development Water and Waste Disposal loan and grant programs.

Applicants must be unable to finance proposed planning costs through commercial credit or other resources on reasonable rates and terms. The applicant must have the legal authority necessary to finance, construct, operate, and maintain the proposed facility or service. Priority is given to projects serving areas with median household incomes below 80 percent of the state nonmetropolitan median household income or below the poverty line.

Eligible planning activities include preparing preliminary engineering reports, environmental reports, feasibility studies, and financial reviews required to develop complete applications for USDA Rural Development Water and Waste Disposal funding. Eligible facility systems include drinking water, sanitary sewerage, solid waste disposal, and storm water drainage in rural communities of 10,000 or fewer residents.

Applications are accepted on a continuous, rolling basis year-round. Applicants may apply electronically through the USDA Rural Development online application system (RD Apply) or by working directly with their local USDA Rural Development Michigan service center.
