Overview

Purpose: The initiative aims to improve access to effective mental health and substance use disorder (SUD) services for Michigan residents. Priority areas include implementing innovative care delivery models; multi-sector responses that strengthen local systems and support efficient entry to treatment; use of innovative technology to improve access and/or quality; and team-based approaches, including integration at the point of care, information sharing among providers, and increased consultation. The Health Fund prioritizes projects that expand access through evidence-informed interventions for target populations such as children, older adults, and youth with experience in foster care, and seeks proposals that advance health equity. Eligibility: Applicants must be IRS-recognized tax-exempt organizations, federally recognized Tribes, local units of government, or the State of Michigan; must serve Michigan residents; have a current certified audit or independently reviewed financial statements; and have at least one FTE. Projects must be new, expansions, or innovative enhancements; ongoing program operations are not supported. Ineligible activities include clinical research, loans, emergencies (except possible longer-term needs), capital projects, litigation, lobbying, tuition/fees, and discrimination. Project eligibility: Proposals should clearly describe how they will improve access to behavioral health services and health outcomes, focus on specific target populations with local data and community input, and may emphasize workforce enhancements and integration across care teams and settings. Application process: A concept paper (strongly encouraged) was due by email by 04/02/2025 at 5:00 p.m. ET, followed by full applications submitted via the online grant portal by 05/07/2025 at 5:00 p.m. ET. The grant portal opened 03/03/2025; an informational webinar was held 03/13/2025. Awards were announced 09/03/2025; projects may begin on or after 10/01/2025 for up to two years. Applications require an evaluation approach with measurable outcomes and specified attachments (e.g., budgets, financials, letters of support).
