Overview

The 31aa(2) Per Pupil Mental Health and School Safety Grant allocates funds to support school safety and mental health initiatives in Michigan. Eligible recipients, including districts, intermediate districts, nonpublic schools, and the Michigan Schools for the Deaf and Blind, can receive per-pupil funding to address various needs. Allowable expenditures include hiring or contracting support staff for mental health (such as psychologists, social workers, counselors, and nurses), implementing mental health screening tools, purchasing safety infrastructure (cameras, door blocks, hardened vestibules), and funding school resource officers and safety dogs. Funds may also be used for behavioral health coordination, threat assessment training, and emergency infrastructure.

To receive funding, eligible recipients must opt in and agree to the legislative requirements through the Grant Electronic Monitoring System/Michigan Administrative Review System (GEMS/MARS). This includes agreeing to a comprehensive investigation and waiving certain privileges in the event of a mass casualty incident. The application window is expected to open no later than October 27, 2025, and close on December 4, 2025.
