Overview

Purpose: RHIP expands access to safe, substance-free recovery housing for people with opioid use disorder and co-occurring SUD/mental health conditions, using Michigan opioid settlement dollars. Project eligibility: Funds may be used to purchase or lease single family homes or small multifamily properties for use as recovery residences. Awards follow set per-property amounts based on bedroom count and MARR level, with required allocations to down payment/leasing, furnishings/repairs, operating costs, and admin. Award terms require recovery-only use for 10 years (purchase) or 5 years (lease), with annual loan forgiveness tied to maintained MARR and/or CARF accreditation and program compliance; use of REC-CAP to track outcomes; and timely acquisition or leasing within six months. Additional applicant criteria: Applicants must be Michigan-based eligible entities and be CARF and/or MARR certified or commit to obtain certification within one year; demonstrate financial capacity and appropriate fiscal systems; and experience serving OUD/SUD populations. Priority is given to the 24 highest-need counties (80% of funds reserved) and to tribal applicants; no county may receive more than $500,000, and up to six properties may be supported per applicant. Application process: The RFP was released 06/03/2024 with proposals due 07/26/2024 via MSHDA SharePoint submission. Applications were scored on proposed model strength, performance management, eligibility/capacity, DEI self-assessment (with tribal applicants exempt from the DEI self-assessment requirement), and reasonable costs/leverage. Questions were accepted by email, and awards were announced 08/16/2024 with a program start of 09/01/2024.
