Consultation Education and Training (CET) Grants

The Consultation Education and Training (CET) Grant Program is administered by the Michigan Occupational Safety and Health Administration (MIOSHA) within the Michigan Department of Labor and Economic Opportunity (LEO). Funded through the Michigan Safety Education and Training Fund, the program awards grants on an annual, open competitive basis to develop and implement occupational safety and health training and prevention services that supplement traditional CET Division activities. The primary goals are to increase the number of employers and employees receiving safety training, expand outreach to small establishments with fewer than 100 employees and K-12 schools, encourage innovative delivery methods, cultivate alternative training providers, and promote worker safety across Michigan.

Eligible applicants must be nonprofit organizations with 501(c)(3) status, including management and employer associations, labor organizations, universities, hospitals, and service organizations. Preference is given to projects serving targeted high-hazard industries where the Total Recordable Cases (TRC) Incidence Rate exceeds the Michigan private industry average (2.8 per 100 full-time workers). Targeted industries include Food Manufacturing (NAICS 311), Wood Products Manufacturing (NAICS 321), Plastics and Rubber Products Manufacturing (NAICS 326), Nonmetallic Mineral Product Manufacturing (NAICS 327), Primary Metal Manufacturing (NAICS 331), Fabricated Metal Product Manufacturing (NAICS 332), Machinery Manufacturing (NAICS 333), Transportation Equipment Manufacturing (NAICS 336), Hospitals (NAICS 622), and Nursing and Residential Care Facilities (NAICS 623). Applicants must also demonstrate the ability to begin program activities within four weeks of award.

Eligible projects must focus on Training Activities (presentations up to two hours, seminars of two or more hours, or extended multi-session courses) and/or Technical Assistance Services (direct technical assistance to fewer than five persons or structured information dissemination). Grant funds must support new or substantially expanded activities and cannot subsidize ongoing regular programs or replace existing organizational funding. Funds cannot be used for lobbying, membership drives, efforts to discredit any organization, worker lost-time wages (unless provided as in-kind match), or for-profit initiatives. Budget restrictions require that administrative/indirect costs remain at or below 20% of the total project budget, contractual costs remain at or below 20%, and equipment purchases remain at or below 50%.

Applicants must submit a complete proposal package formatted according to RFP guidelines, including the Proposal Signature Sheet, Proposal Narrative (Problem Addressed, Project Design with Performance Objectives, and Project Management), Table A (Summary of Training and Service Activities), Table B (Project Time Flow of Activities), Project Budget Narrative, and Table C (Breakdown of Details of Grant and Matching Expenditures) using the standardized Excel templates. Submissions require both an electronic copy sent by email to LEO-CETGrants@michigan.gov in Microsoft Word and Excel by 3:00 p.m. on the deadline date, and one hard copy postmarked on or before the postmark deadline and received by the final receipt date addressed to the MIOSHA CET Grant Administrator in Lansing, Michigan.
