Overview

Purpose: The Reconnect Community Action Grants grow community support and cross-sector partnerships that help more adults enroll in and complete postsecondary credentials aligned with Michigan's Sixty by 30 goal. Eligibility conditions: Only community colleges and tribal colleges may apply, and each application must include a formal partnership with a county government; strong engagement with additional partners (e.g., tribal governments, Michigan Works! agencies, ISDs, Local College Access Networks, adult education providers, and business/economic development organizations) is expected. Project eligibility: Funding supports two strands. Entry Point Collaboratives back county-wide or regional efforts to increase college enrollment and persistence, including setting a feasible local 2030 attainment goal and implementing strategies to meet it. College and Career Navigator Support funds navigators connected to a county or regional collaborative; navigators are tied to community colleges to support adult students but may be placed with county governments or community partners and aligned with local employers. Application process: Applicants draft using the paper form for planning only and must submit through the State's EGrAMS grant portal. Awards are reimbursement-based with monthly financial reporting; standard program reporting occurs twice annually and at project close. As of the 2025 update, new application dates for this grant will be announced later in 2025; sign up for MiLEAP Sixty by 30 grant email updates to be notified when the cycle opens.
