Overview
Goal/purpose: Provide funding for institutions of higher education to strengthen systemic, institution-wide capacity to eliminate life and poverty-related barriers for students struggling to meet basic needs, with expected impacts including reduced time to credential, increased persistence, improved completion, and elimination of equity gaps. Additional eligibility: Michigan community, Tribal, and public colleges/universities are eligible; nonprofits may apply only when partnering with a college/university. Program guidance limits each institution to no more than two awards across the Barrier Removal - Growing Institutional Capacity and College Success (Amplify, Accelerate, Go Big) categories, and this category cannot be held concurrently with Quick Start. Project eligibility: Projects must focus on building institutional capacity through supportive policies and practices, infrastructure (e.g., early-alert/case management systems, campus basic-needs supports), cross-campus protocols, and strengthened community partnerships to meet students basic needs. Application process: Applications are submitted through the State of Michigan EGrAMS portal; a paper application is provided only for planning and must not be submitted. For the 2025 cycle, an optional written prereview was available if a draft was submitted by 05/16/2025, and final applications were due by 06/20/2025. Proposals are evaluated on design grounded in evidence and data, strength of community partnerships, cross-silo communication and collaboration plans, and sustainability beyond the grant period.
