Overview

Purpose: The program strengthens Michigan's energy security and affordability for households and businesses that rely on propane by funding projects that expand or add propane storage and improve supply resilience at retail and wholesale facilities. Eligibility: Applicants include propane storage and distribution companies and large-scale entities such as local governments, agricultural entities, and railroads. Company applicants must be registered with the Michigan Department of Licensing and Regulatory Affairs, be in good standing with EGLE, and not appear on the federal debarment list. Project eligibility: Eligible activities include storage tanks; truck turnarounds; propane loading/unloading equipment not associated with rail; lighting, shelters, safety and security equipment; and related permanently affixed equipment for trucking integration. Rail-associated work items are ineligible as they are covered under MDOT's freight program. Application process: The request for applications was posted 05/02/2024 with electronic submissions accepted until 06/21/2024. Complete applications included a general information form, project workplan and details, description of resilience enhancements, project timeline meeting ARP deadlines, and a budget with supporting quotes. Applications were scored on storage capacity added, throughput improvements, geographic distribution and regional resilience benefits, critical-customer resilience, project readiness and land rights, among other factors. Awards are reimbursement-based and require monthly status reporting and compliance with bidding and contracting requirements.
