Overview
Purpose: MiLEAPs OST Grants expand access to safe, high-quality before-school, after-school, before-and-after-school, and summer learning for K-12 students, accelerating learning in core subjects (math, reading/literacy, science), reducing costs to families, and supporting enrichment such as mentoring, leadership, arts, STEM, health and wellness, recreation, financial literacy, youth voice and more. Eligibility and priorities: Applicants must be an eligible entity (501(c)(3) nonprofit including faith-based; federally recognized Tribal government; institution of higher education; public library; city/township or other local government; or intermediate school district) and be licensed for child care or camp (or have an active application) or qualify as exempt under state law. Programs must be in-person at approved sites, serve at least 15 students daily, and meet minimum service thresholds (school year at least 50 days; summer at least 24 days at 4 hours/day). Funding is per site and cannot duplicate services; no more than two organizations can be funded at the same site, and each must serve different students. Project eligibility: Activities may include expanding existing programs or launching new ones; academic enrichment aligned to core subjects; field trips linked to learning; transportation; vendor-provided enrichment; evaluation; staff training; licensing-related costs; and limited administrative/business support up to 8% of the award. Capital purchases, pre-award costs, long-term vehicle rentals, and gifts/gift cards are not allowed. Application process: Complete the Intent to Apply to gain GEMS access, then submit the application in MDEs GEMS system by 12:00 p.m. on 11/18/2025. The application includes program site details (with B-2 Program Site Verification forms and, if 6+ sites, the B1 Site Information spreadsheet), narrative sections on need, programming, goals, personnel, professional development, and a budget aligned to the Grant Range and Funding Options.
