Substantial Public Health Risks Projects Grant

The Substantial Public Health Risk Project (SPHRP) ARPA Grant aims to protect public and environmental health by removing direct and continuous discharges of wastewater from surface or ground water. Projects must address a substantial public health risk from treatment system failure. Eligible projects include areas with direct and continuous discharges of raw sewage to surface/ground waters or land (involving at least five homes if failing on-site/sewerage systems), treatment system failures impacting public drinking water sources, or discharges creating a substantial public health risk under NREPA. Priority is given to communities with existing orders or consent judgments, or documented public health issues. Applicants must not appear on the Federal Debarment and Suspension List and must have proof of a successful financial audit within 24 months of grant award. The program is currently inactive and all available funds have been awarded.
