Overview
Eligible applicants include Act 51 (gas tax) agencies such as county road commissions, cities, villages, regional transportation authorities, and transit agencies. Non-Act 51 agencies (townships, counties, state departments except MDOT, federal agencies, nonprofits, tribal governments) generally need to partner with the Act 51 agency that has jurisdiction of the project area. Schools or school districts may apply for Safe Routes to School-eligible activities in partnership with an eligible applicant.
Eligible projects include pedestrian and bicycle facilities (shared use paths, bike lanes, sidewalks), pedestrian safety improvements in traditional downtowns or historic districts, Safe Routes to School (SRTS) infrastructure and non-infrastructure programs, and historic preservation and rehabilitation of historic transportation facilities. Projects must demonstrate a competitive concept and a high likelihood of constructability, meeting state and federal design standards.
Applications are submitted online through the MDOT Grant System (MGS). There are typically three application cycles each year for Statewide TAP, but applications may be submitted at any time. Applicants must contact a grant coordinator before applying. The process involves an initial review, internal technical reviews, an Application Review Committee (ARC) meeting, and executive approval resulting in a Conditional Commitment (CC).
