Overview
Purpose: Michigan EGLE’s Nonpoint Source (NPS) Program sought proposals to develop or update watershed management plans that meet EPA’s nine-element criteria, with the goal of restoring waters impaired by nonpoint source pollution and protecting high-quality waters. Eligible applicants and key conditions: Regional planning agencies, councils of governments, conservation districts, counties, townships, cities, villages, interstate and sub‑state public planning agencies (including Watershed Councils and Watershed Alliances), private colleges/universities, and 501(c)(3) nonprofits could apply. Applicants had to provide proof of a successful audit (audit period ending after 08/31/2023), be in good standing with EGLE, not be debarred/suspended, and certify they are not Iran‑based or Iran‑linked; fiduciary arrangements were not accepted. Project eligibility: All activities needed to create a new approvable watershed management plan or update an existing plan to an approvable level (per Appendix A) were eligible. Implementation of best management practices was not eligible under this RFP (addressed under a separate implementation RFP). Plans should generally cover HUC10 watersheds or smaller, include a GIS shapefile of the watershed boundary, identify targeted pollutants consistent with Michigan’s Integrated Report, include an evaluation component, address coastal boundary elements where applicable, and follow monitoring and QAPP requirements if environmental or social data collection is proposed. Application process: The RFP was released 09/03/2025; proposals were due by email to EGLE-NPSGrants@Michigan.gov by 11:59 p.m. on 10/08/2025. Applicants were required to submit a complete electronic package using the provided forms (cover sheet, narrative, work plan, timeline, budget) and follow the checklist in the instructions; faxed/mailed proposals were not accepted. Proposals were evaluated on anticipated water quality benefits, applicant capacity, partner commitments, and contributions above the minimum match, with selections aligning to NPS Program priorities.
