Overview

Purpose: Michigan EGLE provides formula-based grants to counties to cover administrative costs for preparing, implementing, and maintaining Materials Management Plans (MMPs) required under Part 115. Allowable activities include developing the work program, drafting and amending the MMP, public participation, consistency reviews for proposed facilities, collecting and submitting facility data, recycling education and outreach, establishing or continuing recycling and materials utilization programs, preparing required reports, and other efforts related to MMP implementation. Eligibility: Grants are awarded to county boards of commissioners for use by the County Approval Agency (CAA). In the first three program years, the CAA must file a Notice of Intent to prepare an MMP and obtain EGLE approval of a one-year work program prepared by the Designated Planning Agency and approved by the county Materials Management Planning Committee. If the county board is not the CAA, it must pass funds to the CAA within 60 days. Projects must occur in Michigan and comply with state permit requirements; real property purchases are ineligible and projects considered unsafe or outside Michigan are not eligible. Application process: Applicants complete a one-year Work Program and an Approved Budget Form with narrative, obtain MMPC approval, and submit through the online Materials Management Planning Work Program Submittal Survey. Selected applicants must register in the State’s SIGMA Vendor Self Service system and, once notified, enter into a grant agreement within 45 days. Reimbursements require receipts/invoices and proof of payment; quarterly progress and reimbursement reports are required. No match is required.
