Overview

The Drinking Water State Revolving Fund (DWSRF) is a financial assistance program designed to help water systems and states achieve the health protection objectives of the Safe Drinking Water Act. The program provides low-interest loans to eligible water suppliers for infrastructure projects such as improving drinking water treatment, fixing leaky or old pipes, improving water supply sources, and replacing or constructing finished water storage tanks.

To qualify for assistance, projects must be needed to assure maintenance of, or progress towards, compliance with the Safe Drinking Water Act. Applicants must demonstrate that feasible alternatives were evaluated, environmental and public health impacts were analyzed, and that they possess the legal, institutional, technical, financial, and managerial capacity to build, operate, and maintain the project.

The application process involves submitting an Intent to Apply (ITA) form. The ITA form for the general cycle is typically due by November 1st. However, the ITA form for fiscal year 2027 Lead Service Line Replacement (LSLR) projects has been reopened and will close on January 21, 2026. Following the ITA, applicants must submit final project planning documents, typically by June 1st.
