Overview

The Clean Water State Revolving Fund (CWSRF) provides low-interest loans to counties, cities, villages, townships, authorities, and other public entities created under state law for projects that improve water quality and protect public health. The program provides a revolving financing source for statewide wastewater and stormwater infrastructure as well as nonpoint source (NPS) pollution control needs.

Eligible projects include wastewater treatment works, stormwater management, and nonpoint source pollution control projects. Projects must address contaminants that pose a risk to human health, aquatic life, or the environment, and can include green infrastructure, energy/water efficiency, or environmentally innovative components. Projects must comply with the Davis-Bacon Act, American Iron and Steel provisions, and the Build America, Buy America (BABA) Act where applicable.

The application process is a multi-step process. The first step is to submit an Intent to Apply (ITA) form to EGLE by November 1st. This allows for better tracking of applicant needs and timely coordination of outreach by staff. Following the ITA, applicants must submit an Overburdened Determination Survey and final project planning documents by May 1st. Projects are then scored and ranked on a Project Priority List (PPL) based on environmental and public health impacts, affordability, and other criteria. An approvable loan application must include complete CWSRF application parts I-III, a detailed project description, financial documentation, an approved planning document, approved plans and specifications, and a fiscal sustainability plan.
