Overview

Purpose: Michigan's Clean Water State Revolving Fund (CWSRF) provides low-interest loans to counties, cities, villages, townships, authorities, and other public entities to improve water quality and protect public health. It finances wastewater treatment facilities, sewer rehabilitation and collection systems, combined and sanitary sewer overflow control, inflow and infiltration corrections, stormwater conveyance and treatment, and eligible nonpoint source pollution control. Eligibility: Applicants must be public entities or eligible tribes with publicly owned projects that are cost-effective, included in an EGLE-accepted Project Plan, and consistent with state and federal water pollution control laws. Additional requirements include environmental review and compliance with Davis-Bacon and BABA. Project eligibility is further detailed in EGLE’s CWSRF Eligibility Guidance. Application process: Prospective borrowers submit an electronic Intent to Apply (ITA) by November 1 each year, then complete project planning. Overburdened community status worksheets and final project planning documents are generally due by May 1. EGLE scores projects and publishes a draft Project Priority List and Intended Use Plan (IUP) in late summer with a public hearing; the final IUP is published by October. Selected applicants execute a milestone schedule and submit Part I–III loan applications (financials, cost documentation, and bid information). The Michigan Finance Authority purchases the local bond to effectuate the loan. EGLE offers multiple loan closing dates throughout the year.
