Section 32p(4) Home Visitation Grants

The Section 32p(4) Home Visitation Grants provide state funding to intermediate school districts to implement evidence-based home visiting programs for families and children from birth through age 8 who are experiencing factors that place children at risk of not achieving success in school. The goals of the program are to improve school readiness using evidence-based methods with an emphasis on early literacy outcomes, improve positive parenting practices, improve family economic self-sufficiency, and reduce the impact of high-risk factors through community resources and referrals.

Intermediate school districts (ISDs) or consortia of ISDs act as fiscal agents and fiduciaries on behalf of their local Great Start Collaborative (GSC). Applicants must coordinate program implementation across the local continuum of home visiting initiatives, targeting families prenatally through kindergarten entry, and adhere to the statutory terms and outcome reporting requirements established in Public Act 291 of 2012. Grantees must allocate sufficient resources for continuous quality improvement, model accreditation/affiliation, and required data collection.

Eligible projects must implement an approved evidence-based home visiting model exhibiting evidence of improving school readiness, such as Parents as Teachers, Healthy Families America, Nurse-Family Partnership, Play and Learn Strategies (infant only), or Early Head Start-Home Based. Funds may be used for personnel, direct supervision, professional development, data systems, travel, supplies, and barrier reduction supports for participating families. Funds cannot be used for indirect costs, parent stipends, K-12 or 4-year-old classroom instruction (GSRP/Head Start), building leases, or construction, and administrative costs are capped at 10 percent.

Applications must be submitted electronically through the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP) via the NexSys platform. Submissions require a locally coordinated, family-centered, evidence-based, data-driven home visit strategic plan, a 32p(4) Programming Work Plan, and required documentation demonstrating affiliate status, quality review reports, or model fidelity for the selected home visiting model.
