Overview

The Michigan Community Revitalization Program (MCRP) is an incentive program designed to encourage and promote the rehabilitation and redevelopment of brownfield and historic preservation sites located in traditional downtowns and high-impact corridors. The program aims to transform underutilized properties into vibrant areas by accelerating private investment, fostering redevelopment of functionally obsolete properties, reducing blight, and supporting the rehabilitation of historic resources.

Applicant Eligibility: Any individual or entity may apply to the MSF for approval of MCRP incentives associated with an eligible project. Applicants seeking an MSF incentive in the amount of $15,001 or more are subject to a civil and criminal background check.

Project Eligibility: Projects must be located on eligible property, which includes facilities (contaminated sites), historic resources, blighted properties, functionally obsolete properties, or adjacent/contiguous parcels. Eligible investments include alteration, new construction, improvement, demolition, site improvements, addition of machinery/equipment, and professional fees for architectural, engineering, or green building certification.

Application Process: The process involves contacting the local community and MEDC community development manager, submitting a pre-application and intake documentation, undergoing a needs analysis, receiving a Letter of Interest (LOI), submitting a final application with due diligence materials, undergoing statutory and financial review, and receiving approval from the Michigan Strategic Fund (MSF) Board. Awards are performance-based and require milestone completion for disbursement.
