Michigan Community Revitalization Program (MCRP)

The Michigan Community Revitalization Program (MCRP) is an incentive program designed to promote private investment in Michigan communities. The program provides gap financing in the form of performance-based grants, loans, or other economic assistance to encourage the rehabilitation and redevelopment of brownfield and historic preservation sites located in traditional downtowns and high-impact corridors.

Eligible applicants include any individual or entity with a project that fits the program goals. Applicants seeking an MSF incentive of $15,001 or more are subject to a civil and criminal background check.

Eligible projects must be located on eligible property, which includes facilities (contaminated), historic resources, functionally obsolete properties, blighted properties, adjacent/contiguous parcels, urban groceries, or other properties promoting community development. Eligible investments include hard costs such as building alteration/rehabilitation, site improvements, machinery/equipment addition, and certain professional fees.

The application process involves contacting a local community development manager for initial review. If competitive, the applicant submits a pre-application and undergoes a needs analysis. The MEDC may then issue a Letter of Interest, after which the applicant provides a final application package. The MEDC conducts statutory and financial reviews, proposes a financial structure, and presents the project to the Michigan Strategic Fund (MSF) Board for approval.
