Overview

The Financially Distressed Cities, Villages and Townships (FDCVT) grant program aims to support Michigan municipalities experiencing financial hardship. The purpose of the grant is to provide funding to cities, villages, or townships that exhibit one or more conditions indicating probable financial distress. Grant funds must be used to pay for specific projects or services that will move the municipality toward financial stability.

Eligibility is restricted to Michigan cities, villages, or townships that have one or more conditions indicating probable financial distress as determined by the Michigan Department of Treasury. Applicants must submit a completed application with detailed information and demonstrate how the budgeted costs will lead toward financial stability.

Priority will be given to applicants demonstrating two or more conditions of probable financial distress, those where a financial emergency has been declared in the past ten years, those with an approved Deficit Elimination Plan for the General Fund, or those where the General Fund balance has been declining over the past five years and is less than 3% of General Fund Revenues.
