Overview

Goal/Purpose: The Waterways Program Grants provide funding for engineering studies and infrastructure improvements projects at grant-in-aid harbors and public boating access sites. The program aims to develop and expand recreational boating facilities, including marinas/harbors (primarily transient facilities) and boating access sites.

Applicant Eligibility: Eligible applicants include local units of government (city, village, township, and county) and state colleges and universities. Local units and universities may cooperate with sports/community organizations in the implementation of projects. Grant applicants must exhibit satisfactory performance on past Michigan DNR grants.

Project Eligibility: Eligible projects include infrastructure improvements such as final engineering, contingency costs, and construction of facilities. Large projects require a completed preliminary engineering study and permit approval prior to grant consideration. Applicants for harbor development must submit an approved Harbor/Marina Facilities 5-Year Recreation Plan (or amendment) that includes descriptions of facility size, marketing plans, dredging needs, and maintenance schedules.

Application Process: Applications are accepted at all times but must be received by April 1 for funding consideration for that cycle. The process involves submitting an application form, followed by a technical review by DNR staff. Grants are awarded based on department review, prioritization, and funding appropriation.
